Kevin was born in Sevierville, Tennessee and was admitted to the Tennessee Bar in 1984, the U.S. Court of Appeals, Sixth Circuit, in 1986, the U.S. Court of Appeals, Fourth Circuit, in 1989, and the U.S. Tax Court in 1991. He attended the University of Tennessee at Knoxville (B.S., with highest honors, 1981; J.D., with honors, 1984).  He is a member of the Knoxville and Tennessee Bar Associations. Notable cases include: Petty v. Privette, 818 S.W.2d 743 (Tenn.Ct.App. 1989); Billingsley v. Seeber, 939 S.W.2d 579 (Tenn.Ct.App.1996).
